In this case, however, they went ahead and built a majority of a major US city 15 feet below sea level ... If you chose to make your home within sight of the ocean - where a variety of natural disasters can strike - and then chose not to adequately insure yourself against those disasters, it is not wrong to question why the goverment should pay to rebuild your home. On the state level, Mississippi, with that absolutely stupid law forbidding casinos to be built on land, but allowing them to be built on water - well, I can only say you reap what you sow.
