		<description>The French model is part of this problem. In the States and Canada citizenship means what it says - equal partnership. Despite the generous social services in France it remains a two-tiered society.

Under these circumstances of course N.Africans seem threatening because they haven&#039;t been assimilated and are therefore still &quot;foreign&quot;. The logic of creating these massive sink estates in which to warehouse these people is just plain nuts. It helps to cater to the idea of the &quot;Islamist boogeyman&quot; and his hidden agenda. 

Also anyone who has spent any time in France knows that racism is alive and well there, but is practiced in a rather sophisticated fashion. I know &quot;sophisticated racist&quot; sounds like an oxymoron, but in fact the French are very good at this type of thing.

You may recall that not so long ago the French Ambassador to the UK let slip the &quot;dirty little country&quot; remark in reference to Israel. He thought the comment was off-the-record of course. This type of commentary reflects the mindset of some, even those in authority, whose hypocrisy may now be coming back to haunt them.

While the Islamist factor can&#039;t be discounted in all of this , racism also remains a problem in France and no forward looking democratic nation in this day and age can afford to allow ingrained racism to remain unchallenged.</description>
