I hate to say it, but it probably *will* take someone getting hurt by those dogs for anything to get done about them. He likely may not have a choice in the matter, because I'm going to be getting him some pepper spray or mace in the very near future. I gave my Mom a little sprayer that is a combo of mace and pepper spray, believe me it will get a dog's attention, especially as sensitive as their noses are. Personally I'd carry a pistol, I have no tolerance for people who let bad dogs run wild, there is no excuse for your Dad having to go thru that. Whether to shoot the dogs or the owner remains an open question of course. Dad needs to start carrying a can of mace/pepper spray with him on his walks.
