Google and find 80% of the first page of the phrase *handed down* minus the #1 position of ST, you'll see 2,100,000 listings in the google findings *handed down*. Don't know if I've ever heard *handed up* unless you're referencing the Katrina clowns. Think of it as a piece of paper handed up from the well of the judge's bench up to the judge.
