I don’t know if you noticed, but the MSNBC article (don’t know if it is still up) that covered the drop in casualties referred to the drop as
‘The result of Washington’s infusion of 30000 troops’

Notice that they have replaced the term ‘Bush’s Surge’ with something that gives credit to Congress.

I also saw where the Taliban has refused Kazari’s offer of possible government positions and said there will be no negotiation while foreign troops are in Afghanistan. So much for the dems negotiations tactic. I guess ruthless, murderous, oppresive, terrorists aren’t interested in negotiating.
