I awoke to find "The View" was on & my remote batteries were down. Honest. I thought maybe I misheard, but she had indeed said it. Note near the start of the clip, Ms Speaker says "The surge took place to stop this civil discourse." I hope she meant civil discord, tho it's possible she did intend to say discourse. I thought for sure that the nightly news would be full of smirking commentators lambasting her for such a tongue trip. Can you imagine if Bush had said that? Did I miss the news? Have you seen anyone ridiculing her? Jay Leno, David Letterman? Conan?
