Water in the L.A. Basin comes from the Colorado River and other places. The California Aqueduct was built for Los Angeles. I know, it is about 45 minutes west of NAS Lemoore. I was posted there from 1985 to 1989. If you choose to live in an area that has a propensity to burn, it is your choice. My sister-in-law and her family live in Oceanside, one ridge to the south of Camp Pendleton. They are safe, thank g-d.
