I don&#039;t think that&#039;s quite right.  It&#039;s not birth rate per 1000.  The document says, &quot;Table A. Percentage of live births to mothers under 20 years of age,&quot; so I think it&#039;s the percentage of total births (amongst all age groups) where the mother is under 20.  In other words, it&#039;s the percentage of births that are under age, not the percentage of under age girls giving birth.  That kind of jumped out at me when I saw that SIECUS&#039;s figure was this:

&lt;blockquote&gt;In 2004, Louisiana&#039;s birth rate was 56 per 1,000 women ages 15â€“19 compared to a teen birth rate of 41 per 1,000 nationwide.&lt;/blockquote&gt;

But yes, I agree.  It&#039;s very deceitful to blame abstinence-only education in places where a) alternatives are also allowed, and b) non-abstinence-only states also saw a rise.</description>
