Yeah, treating the 1993 terrorists as a legal problem worked out so well. Within a week, most of these people had gone to ground, and cell phone use by the terrorists stopped, drying up a critical intel method.

By the way, wiping them out has another salutary effect:  the recruiting pool for new terrorists suddenly dries up.
