		<description>GWR, I&#039;m in the same spot I was in on Sunday.   When I wrote that post I was including two transactions that had not cleared but since have.

Maybe people are just waiting to get their checks on Friday ;)  More likely it&#039;s the economy - it&#039;s made things tough for everyone.  If I don&#039;t get enough to take care of hosting for the next year I&#039;ll put what I have raised towards a new site design.  I really need to do that as I think the site needs a new look and more functionality.  I am still holding out hope that enough people will contribute to help me take care of hosting for the next year, tho.</description>

Every action has to satisfy three objectives - 1 benefit his political party, 2- benefit himself, and 3- provide something for the public. He believed giving handouts to the poor to be good politics, as the poor have more friends than the rich, and in their gratitude they will return the favor on election day. 
Plunkett understood reciprocity - political parties would fight on election day, but the day-to-day required cooperation to maximize the opportunities for honest graft. Earmarks were freely distributed to all members of congress who cooperated with the system.
