We have this delay built in to the Constitution because the incoming president has to get his administration together; right now, Mr Obama isn't in any way prepared to govern, because he doesn't have his staff settled down yet. Nancy Pelosi as a "caretaker" president is in even worse shape in that regard, having no plans at all. This is just the last manifestation of BDS.
