Then, the already astronomical murder rate would go into hyperspace, and we might end up with nothing alive but criminals in Chicago (assuming the politicians for the most part live through that bloodbath.)

Then the military could indiscriminately come in and wipe out whoever was still standing and not worry about collateral damage, and Presto! Better than taking that cesspool out with a nuclear warhead because most the buildings are still standing and not radioactive, most the Chicago thugs (a.k.a., political leaders) are gone, and maybe they could start a new colony there to see if they can get it right the next time.

The Contract Clause states that contracts in place that were legal at the time they were entered into are beyond government control. It is the same problem his mentor Obhammud faces; the Constitution and the Congress can prove to be such bottlenecks at times.
