With the recent announcement of more than seven million sign-ups for Obamacare, the administration and its supporters have been running around shouting “Success! SUCCESS!!” [2], as if an enrollment figure means that the implementation of the law itself, with its myriad problems (for example [3]) (1), will be just a matter of working “the bugs” [4] out.
Nevertheless, seven million was the administration’s goal, and they met it. So, how does one explain this victory? How did they do it?
Senator Ted Cruz [5] is ready with the answer:

Apparently the good Senator is a student of Frederic Bastiat’s [7] “Parable of the broken window [8].” Would that the rest of Congress were.
