That’s not a gafffe, its a flat out lie. Biden has been, and always will be, a rat faced liar. He knew where the money came from, he’s just taking credit for it.

Biden does serve one useful purpose for this administration. Compared to him, Obama (even without the teleprompter) seems coherent.
GW, compared to Barry (even with the teleprompter) seems coherent, too, and he was a socialist light like McCan’t who wanted to give our country away to criminal aliens.
This Obama crew would be comedic,just like Dan Quale was at times,if not for the fact that they and the bleeding-heart liberals in Congress have a pernicious,incidiuos,and nefarious plan to make over this greatest of countries into a socialist toilet!
